Who actually supplies hotel FF&E in the Gulf

Five routes carry hotel FF&E into a Gulf project, and they differ in who carries the risk: a fit-out contractor holding the interior package, a purchasing firm selling a service rather than goods, a local manufacturer, an importer fronting foreign supply, and a foreign factory selling direct. Depa PLC, the largest listed player, reported AED 1,575.6m revenue for FY2025 and a backlog split of 41% Saudi Arabia and 32% UAE.

This page is published by Naggarco Group. We manufacture hotel interiors in Gemlik, Türkiye, and we are one of the foreign factories in the fifth route below. The way to be a party to a comparison and still be useful is to publish only what each firm publishes about itself, name the source, and hold our own row to the same bar.

Everything here was read on 17 September 2026 at the named company's own pages or in a named publication. Verified means the firm publishes the statement, not that the statement is true. Where a number exists only in a listicle, this page says so instead of repeating it.

The five routes, and who carries the risk

    The fit-out contractor carrying the FF&E package

    One contract for the interior: joinery, loose furniture, finishes, often stone and MEP coordination. Some own factories. The contractor carries programme and defect risk on the dominant route for branded Gulf hotels, and the FF&E is part-made, part-bought.

    The FF&E purchasing firm

    Not goods, a service: specification, vendor selection, purchase orders, expediting, freight and the asset register. Benjamin West describes itself as its clients' fiduciary purchasing agent. Cairncross Martin, working since 1991, publishes more than 400 hotels, serviced apartments, convention centres and casinos. The buyer holds the supply contracts; the firm holds the process.

    The local manufacturer

    Goods from a plant inside the customs union: no import conformity file, a short haul and local warranty calls. Royse Furniture Industries in Ras Al Khaimah calls itself the UAE's largest loose-furniture manufacturer and publishes a 1 million sq ft operation producing around 1,000 full sets of room furniture a month, the one capacity yardstick in this lane.

    The importer or dealer fronting foreign supply

    A local name on the invoice, goods made elsewhere. Adams International in Dubai states it plainly: furniture supplied directly from its associated manufacturing facility in Indonesia. Others are vaguer. Kellso calls itself a leading furniture manufacturer in the UAE and then adds that it also manufactures products elsewhere, without naming a plant address.

    The foreign factory selling direct

    Factory price, drawings and quality control, with conformity, freight, customs and installation labour landing on whoever the Incoterm names. YABO runs a dedicated Saudi Arabia page from a 70,000 m² plant in Foshan. Francesco Molon names Kempinski Palm Jumeirah, 244 guest rooms. We are in this lane, from Gemlik.

The market's shape, from the one supplier that has to file

Depa PLC is the only hospitality fit-out group here that publishes audited numbers, because it is listed on Nasdaq Dubai. Its FY2025 statements name the Public Investment Fund of Saudi Arabia as its ultimate controlling party, and the group is headquartered in the Kingdom while listed in Dubai.

The numbers are the closest thing this market has to a demand map. FY2025 revenue was AED 1,575.6m against AED 1,336.2m the year before, with a backlog of AED 2,399.6m at 31 December 2025. H1 2026 revenue was AED 1,032.4m against AED 700.5m, with the backlog at AED 2,489.7m on 30 June 2026. The split reported for HY25 puts 41% of backlog in Saudi Arabia, 32% in the UAE and 27% across Europe and the United States.

Depa's own description of what it sells is worth reading beside the routes above: a provider of manufactured products and procurement services focused on customised furniture, fixtures and equipment, much of which is produced in its in-house facilities: the contractor route and the factory route inside one company.

What a Gulf buyer can check for free, in an afternoon

Is the firm licensed by UAE Civil Defence, and for what?
The Ministry of Interior publishes a searchable register of companies licensed by Civil Defence, by licence type, product system and emirate, together with a certificate-verification form and the list of approved laboratories. Their scopes cover upholstered furniture and mattresses. Almost no supplier page points a buyer at it.
Does the Saudi commercial register entry exist?
The Ministry of Commerce publishes a free commercial-register data enquiry, searchable by activity and entity.
Is the Saudi tax registration live?
ZATCA's public VAT-registration verification accepts a commercial registration number, so a buyer holding only a CR can confirm a live, VAT-registered taxpayer in a minute.
Can the goods legally land in Saudi Arabia?
SASO's Saber platform requires a Product Certificate of Conformity and a shipment certificate for every consignment. From 1 October 2026 the supplier's name and commercial registration number must be marked on the product itself for ten technical regulations — a change every foreign factory shipping into the Kingdom has to implement.
Is the Qatari commercial registration real?
MOCI's e-services and the Unified Economic Register under Law No. 1 of 2020 verify a CR extract. The newer regulatory-record report is released only with the subject company's consent, so a supplier can decline to be checked. That limit is worth knowing before you rely on it.

A supplier in five top-ten lists whose own About page is Lorem ipsum

BAS Hospitality of Riyadh appears in at least five "Top 10 Saudi FF&E supplier" lists. Its own about page still carries unedited template Latin. Its published scope is accessories, artwork, loose furniture, rugs and foliage, sourced from international brands.

A capacity figure that exists only in listicles

International Company for Furniture is credited with 27,000 m² and 300 employees in supplier lists. The figure is absent from the company's own site.

The lists are written by the companies on them

One Indonesian-supplied exporter ranks itself fourth on Saudi Arabia's top-ten list, and one Chinese manufacturer runs three separate Gulf lists. A ranking written by a ranked party is an advertisement with a table in it.

"Manufacturer" with no plant address

The strongest single test in this market. A firm that manufactures publishes where. A firm that sources publishes adjectives.

What nobody can check from a desk

Factory ownership is the first. No UAE or Saudi trade licence states that a company owns a plant, and no free public register of industrial licences surfaced for either country. The check that works is physical: an address, plant photographs, and a model room built and inspected before the line opens. Project attribution is the second — a named hotel can mean 9,000 pieces or nine chairs, and even Depa reports awards only at business-unit level. Prices are the third: nobody in this market publishes one.

Common questions

Who supplies the furniture for a Gulf hotel — the contractor or a factory?
Usually the fit-out contractor holds the FF&E package inside the interior contract, and buys the goods from factories, local or foreign. A purchasing firm sits in the middle on many branded projects, specifying and placing orders as the owner's agent rather than selling goods.
Is it cheaper to buy from a local UAE or Saudi manufacturer?
It is a different cost shape, not simply a different price. A local plant removes the import conformity file and the freight leg; a foreign factory removes the local overhead and usually widens the joinery scope. The comparison that matters is landed, installed and per key, with conformity and installation labour named on the same sheet.
How do I verify a Gulf FF&E supplier?
Start with the register: the UAE's Civil Defence company list and certificate check, Saudi Arabia's Ministry of Commerce register and ZATCA VAT verification, Qatar's MOCI records. Then ask for the plant address and a model room. A licence proves a company exists and trades; only the room proves what it makes.
What changes in Saudi Arabia on 1 October 2026?
For ten technical regulations, the supplier's name and commercial registration number have to be marked on the product itself, in addition to the existing Saber certificates. Any factory shipping into the Kingdom needs that in its production, not in its paperwork.
Do the "Top 10 hotel furniture suppliers" pages rank anything?
They rank whoever wrote them. Several are published by exporters who place themselves in the top five of their own list. Read them as a directory of names to check, not as an assessment.
